Rourke was offered $250,000 to play a villain in Iron Man 2. But $250,000 is very little for such a big role in such a big movie for a semi decent actor. So assuming that further negotiations didn't go well, Rourke told New York Magazine that he won't be playing the villain in Iron Man 2.
Plus Rourke is currently signed on to be in a Slyvester Stallone movie called The Expendables with many other big name actors. He doesn't really need Iron Man 2 to enhance his career.
